R. Morrison Manning Payne, is a native of Columbia, South Carolina, with family roots in the Lowcountry, where she has lived since 1995.  She graduated at the top of her class from the University of South Carolina School of Law where she received the American Jurisprudence Award in both Product Liability and Property Law.  She also was Managing Editor of the Student Editorial Board for the ABA Real Property, Probate and Trust Journal.  She began her practice in Columbia in 1993 with a large firm in the area of insurance defense.  Since moving to the Lowcountry, she has been legal counsel to the Colleton County Sheriff's Office, she was an adjunct professor of Legal Research, Analysis and Writing at the Charleston School of Law and she currently serves as Chief Municipal Judge for the City of Walterboro and President of the Colleton County Bar Association. Mrs. Payne serves on the Board of Directors for the Walterboro-Colleton Chamber of Commerce, South Carolina Artisans Center and Polaris Tech Charter School.  She is admitted to the Colleton County Bar, the South Carolina Bar, the United States District Court for the District of South Carolina and the Fourth Circuit Court of Appeals.
